THE HORNS ARE LOCATED IN FRONT OF THE RIGHT WHEEL JUST BEHIND THE BUMPER. YOU CAN ACCESS THEM BY REACHING UP FROM THE GROUND OR INTO THE WHEEL WELL. THE HORN RELAY IS IN THE DASH IN RPO RELAY BLOCK #1.
Replace the ac relay with your horns relay. They are the same. If it works, you can get a new relay for around fifty bucks, or ride without a horn like me.
The horn relay is in the fuse box by the passengers left foot. Not sure how to get at it though

There are a number of things it may be but more commonly it is the horn relay or the actual horns themselves. The relay is located in the fuse box in the dash or linkable fuse box, next to the battery, under the hood. The contacts on the relay can be sanded or filed to clean them. Horns will have to be replaced. Try the free fixes first then move on to replacing parts.

Disconnect horns, disconnect battery, disconnect relay, disconnect fuse .........................................or repair problem.

Have you verified that there is no power going to the horns? If there is no power going to the horns, and you have replaced the relay and fuse, then don't forget to check the horn switch in the steering wheel. You may need to check the actual wires throughout the horn circuit to make sure they're intact and connected. After 20 years anything is possible. Good luck.
