Only if the fuse protects the circuit that the wipers are on. If replacing the fuse does not solve the problem, check the replacement fuse; if it has also blown then you have a short circuit on that circuit and need to consult an auto electrician
It could be either. Check the fuse first, if it is OK then you need to replace the bulb but if the fuse has blown you need to find what has caused it to blow.
If your wipers do not work at all. It could be a fuse or it could be the motor. Check your fuse and if its not that, then you need to get a new motor.

It is likely that there is a blown fuse. Open the fuse panel as per your instruction manual. On the fuse itself, you will see what looks like a tiny metal band. If that band is not connected (i.e. the fuse is blown) it will need to be replaced.Otherwise it could be a short circuit somewhere.
it could be a blown fuse if one was workin and the other not the a blown bulb, i guess u dont have this. haynes manuel shows which fuse is which, if u need that info reply back
