have changed both fuel pump andfilter and have no fuel persure
How about checking the fuel pump relay and fuse to be sure they are both getting 12 volts. Fuse #1 is 25 amps on the 740 and controls the pumps. The fuel pump relay is in the second row on the left side of the relay rack, the big white one. My advice: Keep spares on all relays and fuses.

a factory 1990 mustang has an intank electric fuel pump not a mechanical hope this helps
If you have power and ground at the fuel pump while the key is in the start position but have no noise or fuel coming from the pump, then the odds are it is bad
