No patch will overcome a physical lack of ram. The 512mb is the minimum needed to get the software simply to run. Anything lower and it is doubtful the installer will even start. If by some miracle you get Win7 installed with less than 512mb, you won't be able to run any software once the system starts up.
NO Actually, you can (I have), but it's not worth it. You can install a hacked tiny version of Windows 7 on a Dell Inspiron 2500. But unless you have 512mb of memory, you won't be able to run a single thing without having to wait an extreme amount of time. Even with 512MB (which is the maximum, if you believe the manual provided by Dell) it won't be pretty.

If you check the back of your software cases you will notice that it gives you the system minimum and recommended for memory required. Example windows 7 recommends 1GB of system memory minimum to install and run.

In short: No Longer Answer: There is probably a way to get another OS on the xbox 360 but the xbox 360 does not meet windows 8.1 system requirement's. A minimum of 1Gb of RAM is required to run windows 8.1 (32bit, 2Gb for 64bit) and the xbox360 only has 512Mb. You also need 16Gb(32bit) or 20Gb(64bit) hard drive space so that the arcade version out.
