on a 1995 caprice with 4.3 L 8cyl you have to remove a pulley and the water pump to get to the cap and rotor and it is very expensive.

The LT family of engines use a crank-trigger ignition. The distributor cap is located on the front of the engine below the water pump.
Unscrew the screws holding the cap and lift it up and away from the distributor. Pull the rotor straight up and install the new one.
Get a shop manual. There is no distributor. These have coil packs.
You just sort of press them onto the posts until they make a click noise.

Change spark plugs and wires, change all fluids, check o2 sensors, distributor and rotor cap possibly, change all filters...and a fat wallet...
