Halogen gas is in a Tungsten-Halogen Light Bulb.
for the halogen bulb from the inside turn the retaining ring counter clockwise and pull bulb out, install bulb in socket and reinstall into lamp, then turn retaining ring clockwise.

Yes. It just won't be as bright.
There are two hex/star screws above the headlight casing that need to be removed first. Then you slide out the headlight casing to expose the backside, there you will find the a medium sized slipnut around the Halogen bulb. Turn counter clock wise to release and pull back gently allowing the halogen bulb to come free of the headlight casing. Unplug the Halogen bulb (a flatheaded screw driver my be needed to pry the locking clasp) To install the new Halogen bulb reverse the above steps be very careful to NOT touch the Halogen Bulb itself. The oils on your skin can cause the bulb to blow out sooner when power is given to the bulb. Tighten everything back up and you are done...
To change the license plate light on a 2006 Hyundai Elantra, first, open the trunk and locate the license plate light assembly. Use a flathead screwdriver to gently pry off the light cover. Remove the old bulb by twisting it counterclockwise, then insert the new bulb by twisting it clockwise. Finally, replace the light cover securely and close the trunk.
Remove the shifting console cover. Remove the shifting light retaining ring. Push the light bulb in and turn at the same time. The light bulb will come out. Reverse the process install the new light bulb.
On my 2000 Hyundai Elantra, you can access the license plate lights from the outside. You use a flathead to pop out the right side of the light, twist the back end (where the wire comes out) and the part with the bulb comes out. Pull it out, slide the new bulb in, retwist it into its container and pop the light back in place. Repeat for other side. Cost me $3 for the bulbs and took me about 5 min to do.
