On my 2000 Hyundai Elantra, you can access the license plate lights from the outside. You use a flathead to pop out the right side of the light, twist the back end (where the wire comes out) and the part with the bulb comes out. Pull it out, slide the new bulb in, retwist it into its container and pop the light back in place. Repeat for other side. Cost me $3 for the bulbs and took me about 5 min to do.
The check engine light, on your Hyundai Elantra can be reset by removing the fuse. Keep the fuse out for 10 seconds and replace it to its slot.

The trunk light fuse on a 2003 Hyundai Elantra is located in the fuse box in the interior of the vehicle. It is on the driver's side. Look for the fuse for the dome light if the trunk light is not noted.
