It is most likely a broken window regulator or bad electric motor. Don't know about the cost of the motor but the regulator will run $40-$70 + labor to install.
if the motor is turning then it could be off the track or a gear might be stripped.
THIS IS NOT A EASY JOB . YOU HAVE TO PULL THE DOOR PANEL AND THEN REMOVE THE ENTIRE WINDOW ASSM. WITH THE MOTOR. NOT A JOB FOR THE AVERAGE PERSON. SUGGEST A DEALER OR REPAIR SHOP it is actually really easy remove the screw and pop off the door panel have the window rolled up then have a piece of PVC pipe and or another person hold the window that the motor out and install the new ones make sure the other person holds the window while you test

Replace the motor.
If it is a older Crown Victoria,( had to replace a window in 89 grand marq.) you have to take off the door panel to get to the window motor and i believe also there are some springs too, and put it on track. Isn't much of a answer you was looking for but it's a start...

You will need to remove the inside door panel of your 1999 Ford Escort. Loosen the retaining clips on the window. Remove the window from the window track. Reverse the process to install the new window.
Did you check for power to the motor? If the switch doesn't work then the motor won't work. If there is power to the connector that hooks onto the motor then the part may be defective, if not then trace it back.
Depending what year your windstar is, it may have rivets holding the window to the motor. You have to drill them out to detach the window. I removed the motor and regulator and pulled the window up and propped it with wood until my motor came in. Now they have the motor/regulator combo aftermarket at Autozone for $69.
