Hi, the first step is you need to mark and index where you want to cut from using an angle grinder (don't use it if you don't know how to)

cut it off

clean the rust throughly, fix small rust spots etc..

layout new panel on the car secure it to car using c-clamps

You could use construction adhesives and rivets to hold the panel on or you could pay someone who can weld it. (I would weld it)

grind off the excess welds precisely, then use filler to cover it up and make it look original.

finish the prep work, then paint.

Thats how you do it, but its alot of work, time and money. I suggest you save up first then get this done. Its not cheap. Average about 3k-5k to install 2 rockers, fix the quarter panel rust, and paint the whole car.
