The Tribunal expansion (and Bloodmoon) are only possible on the Xbox with the "Game of the Year Edition" copy of Morrowind. The expansions are included on the disc, you don't install them separately . I believe the Tribunal quest line starts after you level up your character to level 6 and then sleep in a bed only to be woken up by an assassin trying to kill you, kill the assassin and the quest starts.

Yes there are cheats in Morrowind for Xbox. There are cheats that allow you to instantly restore Health, Magicka or Fatigue. These are very useful if you're ever in trouble. I can't really explain how to do each one, but you can just type in "Cheats for Morrowind" on Google and you'll get how to use the cheats.
