To become a Soul Weaver you need to complete the Ravenloss Quest chain which can be found with Tomix in Ravenloss. You also need to have watched the cut scenes for the war, beaten the boss and then Tomix will allow you access to find a Soul Ally which you need for him to then give you the Soul Weaver armor.

The class hasn't been released yet. it is now all you have to do is go to ravenloss and talk to tomix and do the ravenloss war and 50% cutscene then do the soul - ally cutscene and finally bring tomix 3 spirit loom shards and you get your soul weaver amour! BTW you can get spirit loom shards by doing any of tomix's quests. I recommend doing the random quests though you have a better chance of getting spirit loom shards by doing those =]
Where to get level 11 on Dragon Fable?
You have to earn it. Mainly go on different quests. You can go east to the Sandseas and do quests there, or north to Doomwoods with Artix. Or underground to Ravenloss with Tomix. You will work your way up to level eleven. You might say it takes a while but that's alright as long as you have time. Goodluck!~ Fellow Dragon Fabler.

To unlock an armor certain requirements must be met usually this is by completing a quest chain and gain certain items, for example Soul Weaver (Ravenloss) you need to complete the quest chain and find Shard of Spiritlooms from Tomix's random quests (3 to unlock the Armor then 1 for each skill)
