Once the hoods of both vehicles are opened (if using cables) the positive to positive of each vehicle's batteries should be connected first. The second step is connecting a cable to the negative (ground) if the good battery to a frame component of the car that will not start. Then the car should be started. Often it may take a few moments while some charging occurs.
1993-1997 you hook the cables to the battery. 1998-2004 you hook the cable to the jump start posts under the hood, passenger side.
You hook the red and black jumper cables to the red and black jump start posts under the hood on the passenger side.
You put the red cable on the red stud by the air filter. You put the black cable on the ground stud on the strut tower.

Under the hood there are positive and negative jump start posts that are clearly labeled.
With this symptom, if you tried to jump start the car it would start. The answer was a corroded Black/Cable going to the Negative terminal of the Battery.

This I know due to the fact that I have just done so last night. There is a poaitive charge connection, that is labeled so with a red positive cover. Above that further up is a negative, it's in black and you do sort of have to look for it. Those are your posts for jump starting the car.
If you have juice for other things, try a jump. If it won't crank when you attempt to jump, it may be starter. If it runs but If it goes dead again later, check alt. If alt good, replace batt.
