To keep Pichu happy, you need to have it with you at all times. Have it first in your party so it follows you and click on it to see if its happy. Go to Goldenrod City and go into the small building. Theres a sign outside that tiny building that says "Watch out! Get off your bike in the tunnel." Once you go inside there and go down the stairs, you can dress up one of your Pokemon if you have a fashion case. Decide to dress up Pichu so its happier. Then you could go to the man behind the counter and he'll give one of your Pokemon a haircut for money. The grooming and the haircut makes your Pokemon happier and friendlier, so choose Pichu to get the haircut.

(Remember: Don't be afraid to give one of your Pokemon a haircut. It looks no different before/after the haircut.)

Give Pichu items to hold so its happy, and use rare candies on it or proteins and stuff like that. If your Pichu is very happy, sooner or later it will evolve into a Pikachu.

So be patient and keep it happy.

(You could also take your Pichu into the Pokeathlon, which is north of Goldenrod City. You'll enter a building north of Goldenrod and if you go forward you'll enter the National Park and if you go left, you'll arrive at the Pokeathlon. The Pokeathlon makes your Pokemon happy. You could also go to the Safari Zone with your Pichu, and that will make your Pichu happy.)
