It looks no different before/after the haircut.) Give Pichu items to hold so its happy, and use rare candies on it or proteins and stuff like that. If your Pichu is very happy, sooner or later it will evolve into a Pikachu. So be patient and keep it happy. (You could also take your Pichu into the Pokeathlon, which is north of Goldenrod City. You'll enter a building north of Goldenrod and if you go forward you'll enter the National Park and if you go left, you'll arrive at the Pokeathlon. The Pokeathlon makes your Pokemon happy. You could also go to the Safari Zone with your Pichu, and that will make your Pichu happy.)
