If there is no key hole then it will stay active all the time. If there is a key then turn the key to the on position. It usually lights up when the unit has been turned off. If it does have one it will be in plain site near the airbag area. My 2002 liberty doesnt have a selector. Hope this helps.
The passenger airbag is on a Weight Detection System. The only way to enable it is to Bypass the weight detector.
You will need to remove the fuse identified as "passenger airbag". the fuse box is located on the driver's side kick panel.

This is a safety feature that is designed to turn off the passenger airbag if there is a child (or smaller adult) in the passenger seat that the airbag is not designed for. If there isn't anyone/anything in the seat while this is happening, this would suggest a faulty sensor.
happened to my 2007.. i got it recalibrated.. dealer told me not to put and bags or heavy objects on the seat, it throws off the sensor.. the airbag will turn off if you put about 60 pounds or lessm which is supposed to replicate a young child. ----
The front passenger seat has a sensor built into it and is always on unless a weight between 9 and 45lbs (maybe slightly different) is placed on the seat. This is in case you put a child safety seat on the front passenger seat so as not to deploy the airbag in a collision. The sensor is also intelligent and will vary the deployment depending on how heavy the front passenger is so as to minimize any injury the airbag could cause.
They are junk! all 2004 passenger air bags are peeling up and dashes are also bubbling. G.M. should be ashamed of themselves

There is a problem with the safety restraint system, it could be an airbag malfunction and unfortunately the dealer is the only one really qualified to service it.
