In any major city, take the imperial city for example, there are guards, usually called imperial city watch, the best way to kill them is with the chameleon activated, and sneak attack them, however if you like going in head first there are several ways you could try this.

usually they drop everything they are carrying, however the ones around the white gold tower in the middle of the city only drop their shield and sword. note that the higher level you are the the guards will start to wear better armour, the guards of places like anvil wear chain mail to start off with, but eventually go on to carry steel.
