This will take about a minute or two. Then you will be able to get close enough to knock her down.

The problem is that Ned Noodlehead (who tackles Betty Jetty) gets the Island Medallion by mistake. Get a hot dog and bring it to his comic book store, and he will swap you the medallion.

Fly up to the top of the skyscraper and chase Betty Jetty. After dodging her attacks for a couple of minutes, you can get close enough to knock her down, and Ned Noodlehead finishes her off.
