The Jeep has a TDC sensor on the bell housing that tells the computer when the distributor is at top dead center (TDC). If it is inop the jeep will not run
with a timing light, assuming this is an older engine that still uses a distributor.
get #1 cylinder on top dead center and then put the distributor rotor bug a hair before the #1 plug wire on the distributor and drop in down into the engine and all should be fine.
The distributor is a single unit. Set the engine to top dead center. Make a witness mark on the distributor body and the engine case to reassemble and re-align the unit. Remove the distributor clamp holding the distributor in place. Remove and mark the wires. Pull the distributor straight up and out of the engine case. The shaft is keyed and should be in the body of the distributor. Reassembly is the reverse procedure.
Top dead center on an engine is defined as when the piston is farthest from the crankshaft. Bottom dead center is when the piston is closest to the crankshaft on the engine.
Rotate engine to TDC (top dead center) Where ever the rotor on the distributor is pointing, that's where #1 goes.
there is no distrobutor on a GTE only a GE motor the GTE is coil/ignitor ingnition

Distributor is installed off a tooth, or wires are on the wrong spots.

No, you are going to turn the engine when you set valve lash anyway. It only helps to have no 1 at tdc if you are pulling distributor & is not needed for that.
there should be numbers on your distributor cap inside and out
