From my research on www.lojackforlaptops.com I could not find a way to see if there was Lo Jack in place. This makes sense because knowing that a device was on a computer may make it easier to disable the device after it is stolen. You could try going to their website and calling customer support, but I bet they'll tell you the same thing. Good luck!
I guess in addition to this person's comment, you should know when buying a computer, that it has a serial number. Check the serial number and see if it has been flagged as stolen property. You can check by contacting the manufacturer usually. I'm not 100 percent sure how it works for PCs but I know that if you call Apple, they have a list of flagged serials and they can tell you if the computer is stolen.
