The Okapi is related to the Giraffe and is the same as most other mammals having external genital organs just like you and I do. The males have the normal Testes in a Scrotum and a Penis in its sheath under the body and between the animals legs. The female has a Vulva in close proximity to its Anus. So, the way to tell the difference is simply to look.

A males horns are usually missing the poofs of hair on the top of his horns, not because of his genetic code but merely because he rubs it all off during rutting season from jousting or better said clubbing with the other males. Clubbing is a ritual fight where as they use their long necks and and head and horns like a giant swinging club and wop the opponent with there head. Sorta could give one a headache however the Giraffe is built for this. He does go a little bald though from it.

Females always have nice plums of hair on top of their horn on their head, always a sign that you are looking at a female. Cause they do not fight ANY animals unless their young is threatened.
