the steam may be water evaporating from leak when engine is hot.if water pump is leaking it needs replacing the steam may also be leaking from bad installation of thermostat easiest way to see if pump is working is to remove radiator cap when engine is at running temp. look in radiator and see if coolant is moving when you rev the engine there is very little visable movement at idle. but bottom line if you see water from pump, replace the pump
