The glower relay itself and it's associated controller don't have fuses as such. Each glow plug has a fusible link (which is similar) but you wouldn't know to check this if the 'Wait to Start' or 'Glow Plug' light was lit as normal. Troubleshooting a bad glow controller is a little more complex and you need to verify that the plugs themselves are OK first.

AnswerPerhaps when the glow control relay went bad, the contacts stuck closed causing the glow plugs to burn out. It happened to me, I had to replace all the glow plugs. It now starts every time. The glow plug relay could be bad, poor contacts on the fuse or plug contacts to the relay. Obvious reason is a week battery.

Maybe, If the glowplugs stay on they can be damaged or destroyed. When you get into the unit the start sequence is: Controller tells the glow plug relay to send power to the glow plugs. The length of time is set by an engine temperature sensor. If the relay is stuck then the glow plugs will stay on during engine operation. This will kill them pretty quickly. I'd bet on the relay being stuck (welded closed) A bad system controller Or leaking injectors, on some engines leaky onjectors can cause glow plug failure. You don't state make and model so one cannot be sure about the last comment.

It may be your glow plug relay. They are widely available on the internet, or you can try to fix it, yourself. If you opt for the latter, then look for the relay on the driver's side of the engine compartment, just behind the headlight. Remove the pair of bolts securing the relay to the bulkhead, and unplug the relay from the wiring harness. Using a small Phillips screwdriver, unscrew the four screws that hold the relay together. Gently pry the relay apart. Inside, you will find a contact point that looks like the points in an old-time distributor. Take some wet-or-dry sandpaper and fold it in half with the course edges facing outward. Place it in the point gap and gently but firmly, move it back and forth until the carbon is scraped off. Reassemble and test. Another alternative is that you have a bad glow plug. Remove each plug, one at a time and test it with a pair of battery jumper cables. Clamp the negative cable (black) to the base of the plug (where the threads are) and connect it to the negative post of your battery. Then connect the red cable to the positive battery terminal and the small threaded post sticking out of the plug, using due care and diligence not to touch the bottom of the glow plug to anything that will burn (like your skin). The bottom of the plug should glow red, or if you spit on it, will sizzle. That glow plug is good. If nothing happens, replace the plug.
