If it's stuck closed your engine will over heat and your temp gauge will rise to maximum, if it's stuck open the engine won't warm up to the correct temperature. If it's stuck closed it won't take long for your engine to overheat. Only add coolant to the recovery tank. Be extremely careful with an overheated engine, releasing hot coolant can scald you. Never put your face over the fill hole, extremely hot coolant can bubble up like a volcano, view the tank from the side while filling.
