Some manufacturers go by mileage and time. Some say 60,000 miles or 4 years.......some timing belts can be inspected for wear without totally tearing the timing cover off. I would call around and try to find out what an inspection of the belt would cost first. I changed my own out on a Mercury Tracer at 60,000 miles. It was not that hard but if you are not good at mechanics I woudl let a mechanic do it, becasue you HAVE TO GET THE TIMING MARKS EXACT! Otherwise, you will cause more damage to your engine if the engine is what they call an interference engine where the pistons will go up and actually HIT the valves and then there's big trouble.

The Ford recommended mileage for replacing the timing belt is 120,000 miles, for the 2000 Focus. I doubt that the engine changed much, if any, between 2000 and 2001.

You will have no symptoms that it needs to be changed. Also looking at it will not tell you whether it needs to be changed or not as it may look good and be ready to break. For this reason timing belts are required to be changed at a set mileage or years interval. Referred to your owners manual as to the maintenance schedule on the timing belt. It varies with manufacturer from 60,000 miles 110,000 miles.
I am not 100% sure but that engine is timed via a chain which never needs to be changed.

Timing chains never need to be changed, only belts.
That particular model does not have a chain,, it has a belt. and it needs to be changed at 60k or it will BREAK!

No.. if the timing isn't off then it NEVER needs to be touched. Consider changing the timing belt when it hits about 100K miles.. Mine has 180K miles and Ive never had it changed and have never had any problems with it...
