Urine is released when your bladder gets full, while semen is usually released during an ejaculation (orgasm). When urine is released it typically comes out as a steady stream, while when semen is ejaculated it comes out in rhythmic pumping fashion.

- actually that is not completely true. The ability to urinate while maintaining an erection is pretty common. The sphincter that closes off the bladder doesn't involuntarily contract until the contractions of ejaculation are occurring. Other than ejaculation it can be difficult to urinate if the penis is pointed outward or downward while having an erection, but if the penis is pointed towards the head urination occurs pretty easily. Many men use this tactic when attempting to urinate just after waking up, while they still have erections, by stepping back from the toilet and leaning forward, thus giving their erect penis a more acute angle.
