Sometimes it can be as simple as looking for a hose to that has come off or a broken fitting. This can be done by isolating different areas in the system.
If the above fails you need to measure the vacuum with a vacuum gauge. While the truck is running or how fast the vacuum dissipates when the engine is shut down. Then you use a MityVac (small hand held vac pump) to measure the different areas where the vacuum is supplied and fix the leak when you find it.
i would try a can of ether pray all vacuum lines one a time. when it ides up then know where the leak is.

how to find a vacume leak on a1999 cougar

Good chance you have a vacuum leak somewhere. Check all your vacuum lines under the hood, look for one disconnected or cracked.
Check all vacuum hoses and fittings 9 year old vehicle may be wise to replace all hoses one at a time You can get a vacuum pump to test vacuum operated motors under dash
Could be a vacuum leak "defrost" is the default position of the system Check vacuum lines and motors under the dash
I don't have a 99 GMC Jimmy
You Have A Vacuum Problem. It Sounds As If You Push The Gas For Power You Loose Vacuum Pressure To Your A/C. You May Have A Leak In The Hose, But This Should Give A Miss In The Engine. I Truly Suggest You Search For A Vacuum Leak First, Next Let An A/C Tech Check It Out. Or Even A Good Mechanic. It Almost Has To Be A Vacuum Problem. If Anybody Can Improve On This Please Do. Thanks !!!! & Good Luck To You
Could be, a bad spark plug(s), a spark plug wire(s), a bad distributor cap, a bad rotor, a vacuum leak, bad fuel injector(s).
