You would need to know the weakest point in the power distribution and you'd need to know the peak and nominal current draw in Amperes. If it's a device that uses a surge of current at startup but only a fraction of that during normal operation, you would need a "slow-blow" fuse. If the current draw is consistent you would need a conventional fuse. Still have no idea what the "head unit" is that you're trying to fuse.

It could be either. Check the fuse first, if it is OK then you need to replace the bulb but if the fuse has blown you need to find what has caused it to blow.

No. A slow blow fuse is intended to survive a short overload from the startup of a piece of equipment, usually a motor or power supply. If you use a fast blow fuse in this application, it will tend to blow unexpectedly.Motors usually pull four times their rated running current on startup, but only for a very short period of time. The slow blow fuse, or slow trip circuit breaker, is designed to handle this. Similarly, power supplies need to charge the primary filter capacitor from zero voltage in one line cycle on startup. Worst case is turning on the power switch at the peak of the line cycle. Inductance of the transformer (if present) and dynamic resistance of the diode mitigates this, but there is still a larger than normal current transient. Unplug the ECC fuse. If the fuse does not blow, then hook up the ECC. If the fuse blows then the ECC will need to be replaced.
