Engine temperatures will drop while driving at highway speed, somewhat, due to the ram air affect. The air passing through the radiator will bring the engine temperature down depending on the ambient air temperature. When you slow down the engine will immediately begin to overheat because the fans are not pulling or pushing air through the radiator.

The best test is to run the car a short time with the air conditioning on max, this should turn the fans on immediately. If the fans don't come on they are bad or setup improperly.
