How do you know if your father was military or civilian employee of the US Navy?

Since you're an immediate relative, you can use the National Archives' eVetRecs site to request your father's service record, if he in fact was a sailor. Of course if he wasn't a Veteran, they'll have no service record, and you'll know he was a civilian employee.
