To find out if the relay is bad, you will either have to change the relay out with another one, or use a test meter to check the connections. Swapping out the relay is the easiest way.
Without having at least a Ohm meter (VOM or VTVM) and a power source along with a wire diagram it would be a lot easier just to buy a new one......................

from what ive read you can switch the starter relay with the horn relay and give it a try.... if she starts and the horn dont work you have a bad relay

Could be a bad horn, bad relay or possible a bad horn ground. Try touching a wire straight from the battery (+) to the horn. If it sounds bad you need a new horn but if OK it's probably a dirty ground or bad relay. Try tightening the horn itself down a little to insure it's getting a good ground. Still sounds bad its probably the relay. Replace it. If none of this helps... a bad steering wheel switch maybe? Hope this helps.

The easiest two ways are to either remove the fuse, or remove the relay. If the horn is stuck blowing then the relay is probably bad.
Inproper polarity on horn wires. or horn relay bad. Ensure voltage (12VDC) on horn wire when activating horn. If nothing... suspect relay.
Check the horn fuse first, followed by the horn relay. If both of these are ok then the horn button or the horn are bad.
