have u checked the relay on the horn maybe u have a bad relay
might be a fuse, check the fuse box in the drivers footwell
The cigarette lighter (I'm assuming that's what you meant) is on a separate fuse than the horn. Check that fuse, if the fuse is fine then your most likely culpret is the actual horn switch in the steering wheel.

First thing to check is the fuse. If the fuse is good check the relay. If that is good check wiring. Can also be the horn switch or the horn itself.

If it does not blow, visit your local salvage yard for a used horn. dont think the fuse in the fuse panel is the only one for the horn... in the relay center under the hood there is a horn fuse as well, that was where mine was blown. good luck
I JUST had and fixed the same problem on my 2000 Jeep Cherokee. The fuse is blown, in the fuse box on the passenger side. I believe it is the 15 amp fuse #20 or #21. good luck! My guess would be the horn or horn relay or connections between the them is at fault. The click you hear would be the horn relay trying to work, that tells me the fuse and horn button is in working order. Unplug the wire at the horn and attach a test light to the wire. Operate the horn button and see if the light lights or not. If the light lights up the horn is at fault. If the light doesn't light up and you still hear the click I would replace the horn relay.
