The cigarette lighter (I'm assuming that's what you meant) is on a separate fuse than the horn. Check that fuse, if the fuse is fine then your most likely culpret is the actual horn switch in the steering wheel.

You have a bad fuse or a shorted wire going to the headliner light.

THE LIGHTER AND ODB2 USE THE SAME FUSE. CHECK TO SEE THAT THE FUSE IS NOT BLOWN.
If your talking about you indicator flasher relay I've got a suggestion. I just changed one on a 1999 Cavalier. It was located underneith the drivers side of the dash. It is a little square black relay that might be clipped on up underneith or it my not. It is right out in the open, but you might need a flashlight to get a good look at it. Like I said, this was on a 1999 Cavalier not a 1992 Cavalier. But if there anything alike........... So hopefully this works out for you. If not...... well....... I tried.
The fuse the works the cigarette lighter in a car in located in the fuse box. It is usually labeled with accessory or with cig.lighter.

it is fuse 25 under the hood of the car in tha fuse box but I put in a 20 fuse amp because that is all I had and works just fine.
Quick check gauge... It looks like a big tire gauge and works much the same way. Autozone has one. Wish I could post pics on answers.com
