To check if the shock absorbers are shot, press down on each corner of the car with as much weight as you can. Quickly remove you weight and see if the car returns to level WITHOUT any bounce. If there is a tendancy for the car to bounce the shock absorber is not damping out the spring.
Springs need to be visually checked to see if they are broken. Check for rust on each coil. If a spring is shot the car will not sit level and will feel like it's wallowing when driving.
On the Civic, if in doubt, replace both shock and spring on each corner. It's doesn't cost to much for the parts but you do need some special tooling to do the job yourself.

Yes they will as they both use the exact same set up. For future reference, they are called shocks. Honda did switch to strut style suspension till 2001.

It does not have shocks on the front it has struts which should only be replace by a professional. The rear shocks are easily replaced. Just unbolt them and install the new ones.
Almost all modern cars, including 2000 Honda Accord, have struts. For the most part, shocks are found on full size trucks and vans.
