QuickChat can be used on all worlds. A world where onlyQuickChat can be used can only be selected manually from the World Select menu. It will be indicated by a check mark under the column with a speech bubble.

the world you talking about is called a quick chat world and quick chat worlds are met for safety reasons for kids who plays runescape. runescape is not for kids but everyone knows that thay still going to play it and some kids don't know the risks thay can be taking when there talking to other grown people. So an update come in 2009 that not all players can talk at all just using quick chat and only using the quick chat worlds if your not over 13 you have to wait in tell your 13th birthday to be able to speak freely. people who can speak freely and go's to a quick chat world and not speak freely and can only use the quick chat only if your in that world.

If You can't talk in Runescape but you know you are not perm muted or muted, it's maybe because your on a quick-chat world where it's quick-chat only, simply change to a non-quick chat world and you will be ok.On the other hand...If you are permanently muted, you will not be able to speak on Runescape either for a very long time, or never again, this is a last resort from Jagex but they do commonly use it, this is sometimes followed by a ban then a perm ban.If you are just muted, then there will be a certain amount of days you will be muted for, when those days are up, you will be back to normal again, but further rule breaking will go up to a perm mute or a ban.Note: This is a capture-all question, since there always people asking why they can't talk in-game.
