They hear it. Though they are blind in sight, they aren't blind in hearing.

Louis Braille was the first person to know Braille, because he invented it. He then taught it to other blind students.
if they were born blind there really is nothing you can do. they won't know what red looks like or what's round........ ..that is not true, a blind person can know round by touch, they can know crisp and sweet by taste, sweet by smell, they can feel the smooth skin with a stalk at one end, and the blossom end at the other....

most people can hear and speak when they're blind, they might not know if they're being talked to for they cant see the person. but most can still speak and hear.
You need to let them know that you are their that way can walk around you.
