I'm assuming you have a newer car (10 years old or so) and that your fuel pump is electric. Electric pumps are located in the gas tank. If you turn off the radio, close the door (so the buzzer isn't buzzing) and turn the key on (don't start it) you should hear a growling sound coming from the gas tank area for about 4 seconds. Or have someone else do the key part while you lay on the ground near the gas tank. If you don't hear the fuel pump run a cycle, it is not working. Check you engine oil. If it is too low there is an oil pressure switch that will cut electric power to your fuel pump. This protects your engine from running with no oil pressure. Next check the fuse box for a fuse or relay that may be bad. If your car is built by a Japanese company and on some Korean models you can access the fuel pump under the back seat. There is a plate there that can be removed to service the fuel pump. Most other cars require that the tank be removed.
CHECK HARNESS AT TANK WITH TEST LIGHT, HAVE SOME ONE CYCLE THE IGNITION. IF TEST LIGHT LIGHTS UP AND YOU HEAR NO SOUND FROM TANK THAN PUMP IS BAD. IF TEST LIGHT DOES NOT LIGHT UP THAN YOU HAVE A PROBLEM BEFROE THE PUMP:

You will known when the fuel pump is working on the 1989 Dodge Dynasty because the engine will get fuel from the fuel tank. If the fuel pump is not working, the motor will be unable to idle or run.

A fuel pump pressure test could determine that.
It will not run and will appear to be out of fuel.

I doubt that it would be the fuel pump relay. If it's a throttle body injection vehicle, the injector could be stuck. But you wouldn't get ANY fuel into the engine if the fuel pump isn't working. Relay can be tested by turning key on but not starting. if you hear fuel pump 'HUMM', you know pump and relay are working. If no firing at keystart and experiencing flooding, not a fuel pump issue. There is a spark issue of some kind.
