I assume you're referring to a laptop running a windows based operating system. In this case you should have a battery icon in the bottom right in the task bar which includes the current charge percentage. However, if you do not have the battery icon you must to enable it from the desktop properties.
If it is a touch screen then there is usually a blinking light on it or it makes a noise. If it is just a regular mp3 than you look for that little battery picture in the corner, if it is full than you are done charging
