That's consistent with a vacuum leak. Listen in the engine compartment for a hissing/sucking sound. If you can't locate it, look at all the vacuum hoses for cracks, bad connections. If that doesn't work, get a propane torch, turn it on a little but do not light it. Go around all the vacuum hoses/connectors and if/when the motor revs up somewhat, that's where the leak will be. A vacuum leak messes up the air/fuel ratio of the car and the propane corrects it. Listen to the brake booster for leaks and check the EGR valve last. (highly unlikely).
