If you have a carb. Then take off the air cleaner, and with a cold engine the flap will close when you just touch the gas pedal. Start it up, and if the fast idle comes on, and the engine runs fine, then all is good.

As far as I know both the 5.0 and 5.8 liter V8 engines in a ( 1985 ) LTD Crown Victoria have a carburetor ( starting with the 1986 model , the 5.0 liter V8 engine was fuel injected , but the 5.8 still used a carburetor )

put it in drive gear and try and start it if it does start while in gear its bad if it doesnt its good.
Choke size varies. You will have to take it to a gunsmith.
try the air intake with and without the air filter. if that doesnt work you might have bad gas
does it have trouble staying idle once your riding?, because the choke could be getting stuck somehow. i know that happened to my 92 750 kat. it wont start when its hot because the choke is engaged and engine doesnt like those conditions.
