make sure that ignition switch is completely turned off. turn key to acc position and listen for humming sound that lasts for about two or three seconds. if you do not hear that hum, your fuel pump is not functioning
I don't know what a 'petrol electric fuel' might be. You certainly can't use petrol in a diesel engine.

You will need to know your total fuel capacity, the distance you traveled and the remaining amount.
You will not know until your engine stops. For this reason fuel filters are just replaced a a set mileage. I recommend every 75,000 miles unless the filter is in the fuel tank. In that case it requires no maintanence.
There is no way to know for sure. That is why you just replace the filter at a set mileage. I recommend every 50,000 miles.
I would suspect you know the answer already. Coal is dirty, hard to store, has very little energy per ton, and besides you would be powering your car with steam if you used coal. The engine would be huge and it would take at least an hour to get started.
