Usually it's not trivial to find out that valves have to be replaced. Some common cases are: timing belt was broken and valves were bent, one or more valves where burn or have mechanical defect. The best way is just to look at valves, it might involve removal of cylinder head unless you have a optical fiber which allows to look in combustion chambers without opening it.

You need to line up the marks on the two pulleys. You can get a timing belt book at your local parts supplier or get the manual for the car. Also check for bent valves as this is an interference engine
