You know you need a new timing belt when the vehicle reaches the mileage at which the manufacture recommends replacing the belt. This can vary from 60,000 to 120,000 miles depending on what vehicle you are asking about. You fail to list this information so I cannot provide a definitive answer. Failure to replace the belt on an Interference engine can lead to serious engine damage if the belt breaks. Without more information I cannot tell you if your's is interference or not.
