If you don't care about visual appeal, the easiest thing to do is to lay a large sturdy board across two cinder blocks. Make sure that the board is strong enough to support the weight you are using, and that the cinder blocks are on their sides so that they don't fall over when you're using the bench.
Cinder blocks drop randomly with Vegas jobs. I'm not sure if they can be found anywhere else, or if you can buy them with RP.
If the cinder blocks are somewhere inside, maybe. Personally, I'd prefer to use a concrete primer.
