Using a nice flat length of 2x4 board with a hole in each end, one to spike it at the center of the pool and the other attatch a length of rope. Walk around inside of the pool hoding the rope while stepping on and kicking the 2x4 around in circles. Distribute the sand so no gaps remain under 2x4 and it lays flat. Then tamp down the sand and sweep lightly, Check level again and sweep out footprints as you lay out the liner and exit the pool.

The cheapest tool to use for leveling ground is the water level.

# Take a bucket of water. # Put the end of a clear plastic tube in it that is long enough to cover the whole proposed pool area. # Weigh it down so that it doesn't come out of the bucket. # Siphon water out of the bucket through the tube until there are air bubbles in it. note when you hold the end of the tube next to the bucket that the water level is the same as that in the bucket. what this means is that if you put the bucket just above the highest area where the pool is going to go measure down to the ground from the top of the water in the tube (lets say for the sake of argument it's 100mm), then take the tube to the downhill side of the site and at this point its 200mm. The difference indicates that you have to dig down 100mm on the up hill side to get the pool level. In other words you just keep measuring down from the water level in the tube until al points under the proposed pool are the same distance down. (Be careful not to get air in the tube as this will affect the accuracy.
