In order to increase your level in The Elder Scrolls IV: Oblivion, you need to improve your Major and Minor Skills in any combination a total of 10 times (i.e. if your Major Skills include Athletics, Blade and Heavy Armor, you can improve your Athletics 4 times, Heavy armor 5 times and Blade once). JackDenter here, to level up your character, all you must do is decide who you wish to level up, then load a save that is ready to level up. Disable auto save on rest which is located in options' "Gameplay." With auto save disabled, you can do this all you want.
Sleep with the length set on 24 hrs. There is a spot where the time changes an hour before the length sets 23 hrs. As soon as time increases an hour with it still 24 remaining, hit start and load your desired save. The game will stay on the level up panel, but for your character, so you can level up. I apologise if this is confusing for you.
Another way is if Alchemy is a major skill, then here is another way.
Items:
A morter and pestle
2 mixing ingredients
Multiple copies of the same scroll
Get the multiple copies of the same scroll, and continuously hit select. Without returning to game, go to an ingredient and drop it. A glitch will duplicate it to however many copies of the scroll you used. The duplication glitch works with anything unless it's boars meat or stolen goods. Repeat this glitch with the other ingredient. Then make potions with them until you have one of each left. Repeat this, and it will level up your alchemy, and character by level up in major skills.
If sneak is a major skill,
Items needed:
Any piece of string
Thieves guild member
S'Krivva as your doyen by completing "special jobs" for Christophe

Go to S'Krivva's home when allowed. Go to the opposite floor from the one she's on. Get into sneak form and find a corner. Tie the string to the elevated area with a loop on the end. Place the string around the joystick. Hang the remote so your character keeps skeaking against the wall. Your sneak skill will increase legally, and because it's your major skill, so will you! Check in every once in a while to turn on your remote, or to leave after dark when S'Krivva asks. Otherwise, she follows you and you won't sneak.
For PC. version, just place a small yet heavy item on the "move forward" key and only check to see if your still welcome in her home.
You level up when you raise the levels of your Major Skills (chosen at the beginning of the game). Every time you use a certain skill, you gain experience. When you raise the levels of your Major Skills high enough, your over-all character level increases. There are different ways of gaining experience. The most common is actual use of the skill (such as jumping to increase acrobatics or crouching to increase sneak) but there are other ways to increase skill level such as reading books of a certain skill and completing quests that allow an important character to give you skills. There are also citizens and trainers that offer to train you (at a fee, of course).
each class has a set of major skills that are idenitfied with that skill e.g. a warrior has a blade skill, a thief a sneak skill. To increase these skills you must use them e.g. the warrior attacks bandits using a longsword which gives a cartain amount of points to the blade skill, after the skill has been used enough then the reward is that skill going up by one point. You must get 10 major skill increases to go up a single level, and you only do so after you've slept(you get a message telling you to rest and meditate on what you've learned).
You may avoid levelling up by not sleeping.
You need to go to trainers that can teach you more about your 7 major skils, then when you reach 70 in one of the skills, talk to them about TRAINING, they will tell you about a master trainer that will teach you, some require Homework and some need quests. Example: Athletics: Rusia Bradus tells you to run allover cyrodill and discover new places, so do that and then you must finish a quest for her then they will teach you.

i know a few ways to level up quickly.
1.at Peryite's shrineall the worshipers are frozen, so you can attack them all you want levelling your weapon skills and the people wont die or attack you.
2.in the imperial city prison, go down to the cells, go in sneak mode and "sneak" walk against the cell door to were the dark elf is.this levels up your sneak skill fast.
3.for alchemy, go to a alchemy shop, buy all the really cheap alchemy items, make lots of potions, sell the poitions, wait a few days, repeat.this levels your alchemy fast and levels you mertentile a bit. when your alchemy skill is high you can make a lot of gold by doing this.
4.for magic spells just cast them whenever possible(try not to cast a spell on a freindly person unless healing).i found conjuration skill the easiest to level up.
5.for armor skill buy some repair hammers and equip the arm our tupe you want to level up and put the game on the easiest difficulty.go into the imperial prison district and attack a quard (but don't kill), resist arrest then let them attack you while you heal yourself.when your health is low yield then either pay the fine of 40 gold or go to prison. when your free repair your armor and repeat.this levels your armor, restoration and armorer skills.
6.if you run swim and jump everywhere instead of fast traveling you can level your athletic and acrobatic skills faster.
the higher your atribute the faster the skill for that atribute levels up.
Training skills will improve your level, when the small sleep logo appears in the bottom corner sleep somehwere. When u wake you will lvl up. Hope this helps
1 way is to, always jump and use a spell when you are travelling and to train whenever you can.
If you have the Muffle spell you must keep using it every time your magicka grows back use it because your illusion levels up and then slowly you level up too!

you can't level up with minor skills. only your major skills level you up. you can still level up minor skills even after you reach your max.
To get better weapons just level up and you'll find better weapons when loot remains.

All you have to do is level up, (to about level 30 or higher) then go out in to the forests and the bandits might where glass armor, or even deadric once you are a high enough level.
