The fastest way to get to 100 in smithing is to collect as much iron ingots and leather strips as possible. Make as many iron daggers as your iron and leather will permit and do it over and over. Your skill will fly up without using much money. Will still take a while.

Take every opportunity to smith with any ingredients you have, as well as improving any item in your inventory as much as possible.
There is a potion that improves your smithing level allowing you to imnprove armor better. with 100 smithing and a smithing potion you can upgrade the legendary armor and weapons. the damage or armor rating will increase.
It is actually really easy. All you have to do is get a lot of leather strips and iron bars. Then keep on making iron daggers till you are level 100. It shouldn't take long.
You use the anvil at any blacksmith's, or you could use the Skyforge. Remember you need 100 Smithing so you can take the 'Dragon' Smithing perk.

So a character with 100 Smithing could drink a Blacksmith potion, and for the purposes of weapon improvement for example, it will be calculated with a Smithing of 140.However there's no way to increase the 'base' skill higher than 100, not even by using skill books when already 100.

It's not so bad. Increasing your skills will make you level up, and your level is what determines which enemies you face. If you continuously level up non-combat skills then you might be facing enemies that are too strong for your level of combat skills. Keep in mind that Lockpick, Speechcraft, and possibly Sneak will also be levelling up. However with high Smithing, you can at least ensure you're wearing the best gear, as it only takes a few perks to reach Advanced Armor for Steel Plate for example.
There is a hard cap of Level 81. This is determined by people using a cheat to put all their skills to 100 and seeing what level they become. When all skills are 100, there's no way to level further, so 81 is the cap.
You might consider Bosmer or Khajiit, the former gets +10 Archery +5 Lockpicking, Sneak and Pickpocket, the latter gets +10 Sneak, +5 Archery, Lockpicking, One-Handed and Pickpocket (amongst others). Lockpicking and One-Handed rise easily (more easily than Archery) under normal use, you wouldn't want to waste a racial bonus on these, honestly. Smithing is incredibly easy to train to 100. Again, not much point wasting a racial bonus on it.
