The fastest way to get to 100 in smithing is to collect as much iron ingots and leather strips as possible. Make as many iron daggers as your iron and leather will permit and do it over and over. Your skill will fly up without using much money. Will still take a while.

Lockpicking and One-Handed rise easily (more easily than Archery) under normal use, you wouldn't want to waste a racial bonus on these, honestly. Smithing is incredibly easy to train to 100. Again, not much point wasting a racial bonus on it.
