The water pump is located under the timing cover on the passenger side of the engine and is driven by the timing belt. It is located furthest forward (to the right) of the other cogs driven by the timing belt and its cog is smaller than the timing gear(s).

The water pump does not have a "tensioner".
It is likely that the timing belt is not installed correctly. It is out of time.
If the dealer or a major part store does not have it, you will have to buy the pump assembly.
Your water pump possible went out so you might want to check the water pump and also check the timing belt
the 98 and 99 Plymouth neon's do not have a fuel filter, they have a fuel screen that right in line with the fuel pump. I found this out only yesterday when I was had to replace my fuel pump. If your car is not starting and blowing fuses for the fuel pump, you need a new fuel pump.

the fuel filter in the 98 neon is located on the pump in the tank it is not serviceable so to replace the filter you have to change the fuel pump just did mine 2 weeks ago it takes about and hour you have to drop the tank after that it is pretty easy to figure out
