The fuses to the air conditioner are located on the pasenger side of the vehicle. the box looks similar to that of the other fuse box located on the driver side of the car by the battery. just lift the top of the plastic and pull out the fuses. make sure to replace them with the same colored fuses.

I had the same problem trying to locate the port for the OBD II on the Mitsubishi 2003 Galant.. It turns out that it is on the drivers side, under the dash where the steering wheel is located. I had to get on my back with a flashlight to get to it, but it is pretty easy to spot when you are down there.. Mine was White. I hope this helps you out..
