If you mean fix in the sense of have it so that the cell reference cannot change when it is copied, then you do it by making the cell reference absolute. That is done by putting a dollar sign before the column reference and a dollar sign before the row reference. So in the following formula A3 has been made into an absolute reference:

=$A$3*B3

Put a dollar sign before it, to make it either a mixed or relative formula like these:

=A$3

or

=$A$3

In both cases the row number will not change when the formula is copied.
