when you lock a car door it can not be opened from the outside, ( unless it is picked ), when you double lock it you can not open the door from the inside in the event of someone breaking a window to gain entry.

I think I know what your problem is...You can't lock the car door when you're inside because the lock won't go down all the way....Next time try pulling the handle and then pushing the lock button on the inside of the car...It'll lock the door as you're stepping out of it...Most civics have it for a safety reason...
flip the lock switch to unlock....
